Jurong’s “imposing shopping complex”

It had been a while since I’d headed into Taman Jurong and I decided to drop by the area on National Day this year, having found myself in the vicinity. An area of Singapore in which I had my first experiences of watching a movies from a car and also, of skating on ice back in the 1970s, I only got to know it a little better in the early 1990s when I started working in the Jurong area. The estate became an occasional lunch destination and a place to get some banking done. Since I stopped working in Jurong in 2007, I had only been back once. That was in 2014 when I managed to get a few photographs of the estate’s now well-known “diamond block”. One of few constants in an area across which much has changed, the block was in the news last year when it was used during the height of the spread of Covid-19 through Singapore’s foreign worker dormitories, as temporary housing for non-infected dormitory residents.

Even before 2020, the “diamond block”, or a set of four residential blocks (numbered 63 to 66) at Yung Kuang Road and so called due to the fact that they are arranged to form the four sides of the diamond shape in plan view, had a connection with Singapore’s transient workforce. A number of flats were used as quarters under the “Dormitory Housing Scheme” from the late 1970s — just a matter of years after they were built, which permitted approved companies to rent public flats to house members of their foreign workforce. A report in 1978, revealed that one-third of the blocks’ residents were not Singapore citizens or permanent residents, over half of whom were Malaysians.

Among the last structures of 1970s Taman Jurong left standing, the blocks offer us a glimpse of a time when the Jurong Town Corporation (JTC) took on the task of building homes for Jurong’s then fast growing workforce. Completed in early 1974, the oddly designed but immediately identifiable set of blocks were described as an “imposing 21-Storey shopping complex cum flats” by the JTC, with the agency envisioning it as “an attraction in Jurong”. As the tallest buildings in Jurong, they were intended to provide the estate with a focal point, much like what the ‘Y’-shaped block of flats that I grew up in was intended as in Housing and Development Board (HDB) Toa Payoh. Residents of the diamond block’s 456 3-room rental units also had the benefit of having an unobstructed view of the fast developing industrial west of the island. A “shopping centre” was also found at the blocks’ two lowest levels, the first tenants of which included a coffee house, a noodle shop, a textile shop, bookshops, and a barbershop. There were also banks and clinics found among the shopping centre’s 38 shop units.

The jewel in the crown of the shopping centre, was perhaps a two storey building found in its courtyard. Arranged right smack in in the centre of the diamond-shaped internal yard formed by the four blocks, which interestingly had their common corridors face it, it was where the Pioneer Industries’ Employees Union (PIEU) Multi-Purpose Cooperative Society’s opened its very first supermarket and emporium in December 1974. The supermarket was set up along similar lines as other supermarkets run by the cooperative societies of the National Trade Union Congress (NTUC) — NTUC Welcome — and the Singapore Industrial Labour Organisation (SILO), with the aim of countering profiteering in the wake of the 1973 Oil Crisis. A merger of these labour union run supermarkets in 1983, saw to the creation of NTUC Fairprice, now a household name in local supermarkets.

Built as the first residential area for Jurong Industrial Estate with its first blocks constructed in the 1960s, the task of developing Taman Jurong fell initially to the Housing and Development Board (HDB). This arrangement changed with the establishment of Jurong Town Corporation (JTC) in 1968, who then took over the task of housing the Jurong workforce. From this point on, the estate began to take on quite a unique quality in terms of its architecture. A commercial and recreational hub for the residents of Jurong, a host of amenities were also built in and around the estate, with the aim of improving the liveability of Jurong residents. Stand-alone bank buildings and cinemas soon appeared as did facilities for leisure. Some came up nearby along the banks of Jurong lake on the opposite side of Yuan Ching Road. The lake, formed by the construction of a dam to close off the upper stretches of the Jurong River in 1971, was among the generous set of green and blue spaces that Jurong was provided with to make it an attractive place to live in. Among the attractions were Singapore’s first and only drive-in cinema and a water adventure park in the form of Mitsukoshi Garden. Singapore’s first ice-skating rink was also established at Jurong Family Sports Centre and eventually in the 1990s the area would see a short-lived Chinese-style theme park and movie set, Tang Dynasty City. The lakeside attractions, have all since closed and the area that they were in has morphed into the wonderful Jurong Lake Gardens.

The “diamond block”, which by the time I got to know Taman Jurong better in the 1990s, had quite a run down appearance. A New Paper report in 2003, described the blocks as a “ghost town” with just six units being occupied. The same report cited the 1997 Asian Financial Crisis as being the point at which the blocks began emptying of residents, with companies hit by the crisis sending many of the members of their foreign workforce back home. In 2001, the HDB (which took on the running of residential estates from JTC in 1982) began moving existing residents out with the six families still living in the blocks in 2003, resisting the move. The blocks were subsequently used to house flat-buyers under a interim housing scheme and were refurbished in 2014 for use under the HDB’s Parenthood Provisional Housing Scheme, before being used to temporary house healthy foreign workerslast year. While the blocks are still standing, it is not known what the future holds for the unfashionable and roughly cut, but yet unique diamond of Taman Jurong.

Lost places: Woodlands Town Centre

The old Woodlands Town Centre, with its proximity to the checkpoint and the causeway, could have been thought of as a border post.

It certainly felt like it, with scores of folks crossing the causeway from Johor Bahru – many on foot – thronging the busy bus terminal and the shops in the old centre.  Completed in 1980/81, the centre belonged to the generation of Housing and Development Board (HDB) designs that followed on the second generation Ang Mo Kio, Bedok and Clementi New Town projects.

A unique feature the town centre was given was a bazaar, which house 88 shops resettled from the length of Woodlands Road. The town centre’s air-conditioned shopping complex could also be thought of as a pioneering attempt by the HDB to venture into shopping complex development.

Vacated in 2017, its proximity to the causeway was probably a contribution to its demise – part the the site which the now demolished centre occupies will be used to build an extension to the especially busy Woodlands Checkpoint.

Parting glances: Blocks 74 to 80 Commonwealth Drive

Change has become an inevitable aspect of life in Singapore. Places we cherish go in a flash and are quickly replaced by unfamiliar. For some, the passing of a neighbourhood in which they may have spent most of their lives in can be an traumatic experience. The loss is not just of the familiarity of a place one calls home, but also the break up of the communities in which ties may have been forged over several decades.

One old neigbourhood that has been emptied of life was the one at Commonwealth Drive , an area, at least from a public housing perspective, that goes back half a century. The area, also known as Tanglin Halt, is where some of the earliest planned Housing and Development Board (HDB) blocks of flats are to be found. The cluster of 10-storey blocks of flats also referred to as Chap Lau Chu (10-storey houses in Hokkien), while not aesthetically pleasing in the context of today’s public housing designs, served as the face of the HDB’s public housing efforts and were featured on the backs of the new nation’s very first one dollar currency note.

Sadly, the neighbourhood will soon lose its note-worthy blocks. The now vacant blocks will soon be demolished and all that will be left of them will be dust and some of our memories. We do get to bid farewell to them before that happens though. A carnival to say goodbye is being organised by My Community and the Queenstown Citizens’ Consultative Committee on Saturday (3 October 2015) to say our goodbyes to blocks 74 to 80.

The carnival will not only allow access to an area soon to be hoarded up. One of the blocks (Block 74) will be opened up to the public as well as two of the block’s units on the second level. Visitors can also look forward to a photography exhibition “Forget Me Not” by Nicky Loh and Erwin Tan, which looks at the estate in its glory days, the past and the present. One of the photographers Nicky Loh, lived at block 79 and has fond memories of the Chin Hin Eating House, a kopitiam at Block 75 that closed its doors last year (see a previous post on it: Last Impressions).

Along with the exhibition there will also be performances by local favourites ShiGGa Shay, Tay Kexin and the Switch, as well as a public screening of the highly acclaimed “7 letters”. Three of the seven films, Royston Tan’s “Bunga Sayang,” Boo Jun Feng’s “Parting” and Eric Khoo’s “Cinema” were shot in the neighbourhood.

It will perhaps be a fitting goodbye to an area that was also associated among other things with the railway (the rail corridor runs by it and the name Tanglin Halt came from a train halt or stop located in the area) and the industrial area to its immediate north that was crowned not only with the huge gas holder (the giant blue city gas cylindrical tank similar to the one that used to dominate the Kallang landscape), but was also where Singapore’s homegrown television brand, Setron – once a household name, had its first factory. The mix of light industries and a residential neighbourhood – there also were factories and artisans operating in the ground floor shop lots allowed residents to find work around where they lived in days when folks were less mobile and perhaps when we were less fussy about where we lived.

Last impressions

Time can be a cruel thing in Singapore. The passage of time brings with it the change that seems inevitable in Singapore denying us many places that we may have developed an attachment to.

The last day of February this year, saw the passing of two well-loved places. One is a kopitiam (coffee-shop), set in an world older than itself for which time is being called on, and the other, a well used community space in the form of a public swimming pool complex we in Singapore seem to want to discard all to quickly.

Just a stone’s throw away from each other, the two, are coincidentally from the same era. While this may be hard to see in the swimming complex, the Buona Vista Swimming Complex, the layout of the kopitiam, Chin Hin Eating House at Block 75 Commonwealth Drive, does take us back to the period when it was set-up in 1976 – when it was still the fashion to lay food stalls at the coffee-shop’s front, with a seating area in the back. A popular place for that traditional breakfast of buttered bread, soft-boiled eggs and coffee, the coffee-shop was located on the ground floor of a block of flats that will be a group of seven – among the earliest put up by the Housing and Development Board (HDB) in the early 1960s, that will be demolished under the HDB’s Selective En-bloc Redevelopment Scheme (SERS).

The swimming complex, which opened in September 1976 and the fourth to be designed by the Housing and Development Board (the others before it were Queenstown, Toa Payoh and Katong), is one that I do have a memory of. It was where on one evening in the complex’s first decade of operation, despite losing my glasses in any attempt to “rescue” a “swimmer in distress”, I managed to get my bronze medallion in life-saving that qualified me as a lifeguard. That was some 30 years ago in 1983, and probably some 30 kilogrammes ago in weight I have since seemed to have gained.

While there is little I have in terms of sentimentality for the places concerned, they are still places for which I do feel a sense of loss, being reminders of unassuming times for which there is little place in the world we have been forced to love. There may be little time left for us to celebrate these remnants of the old world in which we find easy to feel at home in, before they become a remnant only in our memories.

The ‘sunken temple’ of Toa Payoh

A curious sight that greeted anyone travelling down Lorong 6 close to the Temple / Kim Keat Estate area of Toa Payoh in its early days and one I well remember was a temple that at road level, appeared to be have buried in the ground. The temple, Poh Tiong Keng 普忠宫 (Pu Zhong Gong), which I would refer to as the ‘sunken temple’, was one which went back to the village origins of the area, well before the towering public housing blocks of flats arrived.

Set in what would have been an undulating area, the levelling of the surrounding ground to put up blocks of flats in the late 1960s, it found itself in a hole in the ground with the 11 storey block 33 towering above it, surrounded by retaining walls put up by the Housing and Development Board (HDB) to protect the temple from being buried. The temple was one of three existing temples which were left untouched by the HDB in clearing the land in the area for the development of the new housing estate. The other two were the Siong Lim Temple and the  Seu Teck Sean Temple.

Sadly the sight is one we no longer see. The temple was demolished in late 1977, not long after I moved out of Toa Payoh. The area where the temple was will now also see a huge change – the block of flats behind where the temple was along with several others in the area – some of which were leased out temporarily to Resorts World Sentosa to house their workers after residents were moved out, are due to be demolished (one of the blocks which will be demolished is Block 28, in front of which the iconic dragon of  Toa Payoh can be found).

It has been brought to my attention that the Poh Tiong Beo (普忠庙) located diagonally across the road from this site was built to replace the ‘sunken temple’ as drainage was poor in the recess the original temple sat in and that would get flooded everytime it rained heavily.






Don’t miss the boat

A bumboat sits high and dry, resting on a bed of sand in Pasir Ris, seemingly out of place in a sea not of water, but one of the concrete structures which now dominate much of Singapore’s suburban landscape. The boat is itself made of concrete, built not to carry the loads that the wooden vessels it is modelled after over water, but to provide a place where children of the neighbourhood it finds itself in can find amusement.

The boat, designed to resemble the bumboats or twakows – the workhorses of the once busy Singapore River, is one of several unique playground designs that hail from a time we seem to have forgotten. It was a time during which the Housing and Development Board (HDB) had a department within their Landscape Studios, dedicated to developing playground designs to complement the landscape of the public housing estates that were fast coming up, during which several notable playground designs were developed.

The efforts go back to the mid-1970s, when Mr Khor Ean Ghee designed the original dragon (playground) of Toa Payoh. That stood in a pit of sand at Toa Payoh Town Garden. This design was to serve as a basis for the sand-pit mosaic-faced dragons, pelicans, doves, elephants and spiders which would have been a familiar sight to the child of the late 1970s, the 1980s and perhaps the 1990s, with a vast number built together with the huge second public housing building wave which started in the mid-1970s which was to see the monster estates such as Ang Mo Kio, Bedok and Clementi being built. Several of these playgrounds were also installed in the older estates, of which a few are left. One is the orange dragon of Block 28 Toa Payoh and another, the last dove standing at Dakota Crescent.

Moving into Ang Mo Kio in the late 1970s, it was the pelican that I encountered not far from where I lived in Block 306. These playgrounds also marked a shift in playground layout. Whereas the ones I played on in the late 1960s and early 1970s, many with tubular steel structures on a hard concrete ground, were set expansively such that children playing seemed to have no boundaries, the new designs were a lot more compact sets of concrete with terrazzo and mosaic finishes placed in a a raised pit of sand, had well defined boundaries. Perhaps I had by the time outgrown playing at the playground, but having spent most of my childhood climbing on metal waves and globes, swinging from swings suspended by long lengths of chains, and sliding down high steel slides, the new playgrounds offered  a lot less enjoyment to me.

From the animals of the early 1980s, the designers explored fresher themes during a two year period from 1983 to 1985. These efforts yielded designs which revolved around well-known fables such as the tortoise and the hare and also familiar local objects such as kampung houses and trishaws. It was from the next creative wave from 1986 to 1990 that the bumboat was designed. One of 23 designs from the period, the bumboat was one of several which included a kelong designed to represent elements of our multi-racial heritage – the bumboat a representation of Chinese heritage (the twakows were wooden boats used by Chinese traders to carry goods from the ocean-going ships anchored in the inner harbour to warehouses up river).

The period also yielded other rather interesting designs which included those which revolved around nursery rhymes such as Humpty Dumpty and the  Old Woman who lived in a Shoe; popular childhood games such as snakes and ladders; designs inspired by fruits and vegetables such as the watermelon, mangosteen, pineapple, mushroom and egg plant; and also insects such as ladybirds. A few of these can still be found including a watermelon and mangosteen in Tampines and a double clock in Bishan. Other interesting structures put up during the time included everyday objects, of which the clock is one example, a telephone, a lorry, and not so common (at the time) items such as a bullock cart.

During the same period, attempts were also made to provide the newer estates being built with their own identity. Playground designs were also selected for new towns on the basis of this identity. An example of this is the use of fruits and vegetable themed playgrounds in Choa Chu Kang – developed from what was a rural and farming area of Singapore. While the selection of playgrounds were very much left to the architects responsible for the designs of each neighbourhood, an attempt was made to allow for some variety across each estate in which playgrounds were distributed such that there was one for every 400 to 800 dwelling units by limiting the use of any design to maximum of five per estate.

The death knell for many of the homegrown playground designs was probably sounded with the advent of modular play equipment in the 1990s. This, coupled with safety concerns raised by a Canadian playground safety expert which followed an incident in 1993 in which a five-year old boy had his thumb severed whilst sliding down a poorly maintained metal slide in an older playgrounds (fortunately his thumb could be reattached) saw a change in direction on the part of the HDB. While there was probably a conflict of interest on the part of the expert who also represented a Canadian modular play equipment manufacturer, the safety concerns could not be ignored.

While some of the older playgrounds were upgraded to improve their safety including having sand pits which were thought to be too shallow replaced with rubber mats which provided a soft landing, a massive wave of upgrading efforts which swept through many of the older HDB estates in the 1990s and 2000s did see many of these playgrounds demolished in favour of modular equipment which were also a lot easier to maintain and the population of the distinctive mosaic faced structures dwindled over time to the handful we find today.  Although there is hope that at least one, the dragon of Toa Payoh (see news report dated 19 May 2013)  will be kept for some of us to remember a time which will soon be forgotten, there probably is not much time left for some of the others for children of the 1980s and 1990s to catch the boat to bring them back to their childhoods (a dove, one of two that did remain, was very recently demolished) before these structures along with much that is familiar is erased from our ever evolving suburban landscape.

Final days for the dove?

It does look as if the dove, on which I put in an entry on just last week (see: A dove that’s dying), may be in its final days. Work is commencing on a Neighbourhood Renewal Programme (NRP)in the area it has resided in for some three decades or so and hoardings have already come up around what is one of two remaining dove playgrounds designed by Mr Khor Ean Ghee in Singapore. A notice relating to the work being carried out does not give any clues to the fate of the long neglected playground, other than stating “the upgrading works includes the construction of facilities such as Covered Linkways, Drop-off Points, Pavillion, Recreation Park, Playground, …”

It would be a shame if the dove is indeed going as it does stand as a reminder of a significant point of time in the evolution of Singapore’s highly successful public housing programme. It also is one of the last of the much celebrated playgrounds built using Mr Khor’s uniquely Singaporean designs left for us to admire.

A dove that’s dying

One of possibly two of a kind left in Singapore, the dove, is one in danger of extinction. Wearing the look of having been used, probably abused, and possibly neglected, it lies forgotten, unwanted by a Singapore obsessed with  the need to renew, even where renewal is not required or appreciated.  The dove I speak of, is a playground design – one of several with a distinctly Singapore flavour designed by the Housing and Development Board’s Mr Khor Ean Ghee in the late 1970s, put up in public housing estates from 1979. Probably not as well known as its iconic cousin, the orange Dragon of Lorong 6, the dove does have some of the very distinctive features of Mr Khor’s designs – the dominant terrazzo and mosaic structures that give the playgrounds a unique flavour.

What’s missing in this particular dove, is the sand pit which was another feature of the play areas, play areas which did seem rather sedate compared to the ones I never could get enough of in my childhood.  Those to me were the real playgrounds, ones in which having the wonderful scent of rust, and a few splinters in my shorts, was all part of the fun.

What I miss most of the playgrounds of my early years is probably the slide, with its slideway of steel, polished smooth by the numerous times the slides did get used – the polished steel surface making for a much smoother and quicker (and very often steeper) ride down the slide as compared with the  ones on slides of terrazzo.

It is probably that those in their thirties who would have grown up with these playgrounds – which were found throughout the island, that there has been a that wave of remembering playgrounds such as these we most of Singapore wants to forget, now that only a few are left.

It will probably be a matter of time before the dove and several other of such playgrounds which are left are replaced as they probably are terribly out of fashion in the brave new world we now embrace, There is hope that the dragon is saved, and hopefully with it a few more, if not for anything else, at least to remember an important era in our public housing story, having coincided with a time when the monster estates such Clementi, Bedok and Ang Mo Kio were at the peak of their development.

A world uncoloured

It is in the colours of a world that has been uncoloured, where we find residues of the many memories there may have been of it. The memories are ones that soon will fade – the world waits the inevitable. It will soon face a destruction many similar worlds have faced, making way for a new world in which its memories of four decades past will forever be lost.

What now dominates this world at Lorong 6 in Toa Payoh, a recent victim of the Housing and Development Board’s (HDB) Selective En-bloc Redevelopment Scheme (SERS) in which residents and businesses are moved out to allow the neighbourhood to be redeveloped, is its tallest block of flats, Block 28. At 20 storeys high and occupying a prominent position on a low hill at one of the three original points of entry to what was an island-like Toa Payoh, it was hard not to miss the block which is one of a few blocks of flats built by the HDB laid out on a W-shaped plan, especially with the bright orange dragon found at the foot of the block.

The dragon is one that has in recent times, come to prominence. It has perhaps come to symbolise a growing desire to hold on to what is familiar in a Singapore many find is changing too fast. It is one of several well-loved creations of the HDB’s Mr Khor Ean Ghee. Mr Khor can be attributed with probably a generation of growing Singaporeans many cherished memories of playing in sandpits and playing on, sliding down or swinging from the terrazzo structures which took the shapes of popular childhood creatures. Besides playgrounds he designed in the shape of the dragon, there were smaller ones which took the forms of the pelican, the elephant and the dove.

The dragon at Block 28 is perhaps the best preserved of the few that have survived. It is one where its sandpit has survived where others may have lost them to the modern materials which provide a soft landing in the ultra sfae playgrounds our children now play in. The future the dragon has, with the intended renewal of the area, been a subject of much speculation. Many harbour a hope that it survives sandpit and all.

The world the dragon bids farewell to is one that had once been familiar to me. An uncle and his family had lived in top floor flat in Block 28. While my family lived in Toa Payoh up to 1976, we visited frequently, taking walks in the evenings down Lorong 4 or Lorong 5 from where we lived in Block 53.

The block is one known for the magnificent views it offers. We had discussed the possibility of watching the going-ons at the nearby Toa Payoh Stadium through a pair of binoculars but never attempted to do it – possibly because nothing interesting enough did take place at the stadium. It was however the view down the stairwell that would leave the largest impression on me.  The stairwell was unique in the sense that the staircase and its railings wound around the sides of what was a large trapezoidal space that occupied the angles of the W-shape plan. It wasn’t just that it was a much bigger space than one would normally see in HDB blocks of flats, but it offered a somewhat frightening view over the railings especially from 20 floors up.

Walking around the recently vacated block, its corridors and staircase landings scattered with the discards of former residents who moved to newer flats, there is this sense that I am walking amongst the ghosts that have been left behind.

In treading through the debris of the former world and pass by louvered windows some opened as if to provide ventilation to the ghosts of the vacated units, I also see colours of the real world left behind: familiar scribblings of loan sharks’ runners, along with familiar splatters of red on doors and windows – one memory that perhaps is best left to fade. It is one that will certainly be forgotten, along with the more than 40 years worth of memories that the now vacated units contain, all of which will all too quickly fade.

A more recent past that soon will be forgotten

Passing through a neighbourhood that I am familiar with, I was greeted not by the familiarity of its faces, but by an unfamiliar silence that now fills it. The neighbourhood is one that, having lived near it for some fifteen years, I have had many interactions with. It is one in which, compared to the neighbourhoods of my early childhood, doesn’t go back as far in time, and one where my memories are much more current. Despite its more recent past, such is the pace of the change that sweeps through the island we live in, that this neighbourhood is not spared from it. The neighbourhood is one that sees its heart and soul – the people and business that brought life to it, displaced by the cruel winds of change.

The colours of a now colourless world that will soon be forgotten

The world that has lost its soul is one that has also lost its colour – the only colours left seem to only be that of a playground that has outlived its usefulness. As I look beyond the empty playground which bears the marks of neglect and abandonment, it is the neglect and abandonment of the shuttered row of shops that stares at me. The eerie quiet seems to scream at me. It seemed like it was only yesterday, that the shutters had been raised to reveal businesses that in the relative isolation of the neighbourhood – were ones which had been insulated against the passage of time.

At the end of the row, as if in a show of defiance, characters sprayed on in black paint stand out against the pink of closed metal doors, remind us of what once had resided behind the doors – a electrical goods and repair shop. The three rows of characters painted on the doors are of two telephone numbers with the word ‘Service’ below.

A defiant reminder of a past that will soon be forgotten.

I look down a corridor that even when it was alive has always been one that seems to be haunted. It is not the ghosts of today that I now see, but the ghosts of yesterday. As my eyes move to the right towards the part that I am most familiar with – a General Practitioner that I often consulted had his practice at one of the units, it is the reflections from the glass of an un-shuttered unit that distracts me. Beyond the reflections of a world that is about to change, it is the secrets of the former world that existed beyond the glass panels that I see … one which belonged to a certain Annie Song. I also see a face – one that is perhaps the face of a ghost of the past. It is a face that will soon fade, as will the world that it now looks at. And when the face and all that is around does fade, the physical link that many will have to a world that had been a part of whom they were – will be forever lost. What will survive will be the memories, memories of lives, of growing-up, of children taking their first steps and perhaps of romances … memories that is time will be ones of a distant and what will certainly be an almost forgotten past.

Silent corridors where only the ghosts of the past now walk on.

Launch of NHB’s Our Void Decks, Our Shared Spaces

Void decks became a common feature of blocks of flats in Housing and Development Board (HDB) estates back in the 1970s. Offering shade and shelter, they quite naturally found use as common spaces for social interaction as well as for community events. Over time, the use of void decks have evolved beyond this and uses of the common spaces have extended to children’s toy libraries, bird singing corners, civil defence shelters, retail spaces, playgrounds and community art galleries.

To discover more of the history and evolution of void decks and their use, do visit National Heritage Board’s (NHB) exhibition “Our Void Decks, Our Shared Spaces”, which was opened by Dr Yaacob Ibrahim, Minister for Information, Communications and the Arts, and Advisor for Kolam Ayer, on 12 April 2012. The exhibition is the third in a series of travelling exhibitions focusing on community heritage and highlights the history and development of void decks in the Housing Development Board (HDB) heartlands, their common features and uses, and their role in providing shelter, building community, and promoting racial integration. The exhibition will also feature learning games related to the exhibition for which NHB has partnered Handson Learning, an educational consultancy specialising in museum and heritage programmes. The games will be conducted by students from schools in the proximity of the exhibition and for the preview during the opening, involved National Education Captains from Bendemeer Secondary School.

Handons Learning with which NHB has partnered is training students from neighbourhood schools to conduct learning games related to the exhibition to help raise awareness of the vital role that void decks play .

Representatives from Handons Learning together with National Education Captains from Bendemeer Secondary School were on hand to demonstrate the Snakes and Ladder game.

Besides the exhibition which is currently at Blk 2 Saint George’s Road Singapore 320002 until the end of April, there are also a group of bloggers (including myself) who have written personal stories and experiences and shared photographs to the exhibition.
The exhibition moves to Marine Parade in May 2012 and after to other void decks around Singapore.

Voids that have filled our lives

It was in the first generation of the Housing and Development Board’s (HDB) flats in Queenstown and in Toa Payoh in the 1960s and 1970s that I grew up in. Then, many of the new residents were moving into HDB flats for the first time and were just coming to terms with the new reality of high-rise living. Ground floor units – a common feature of blocks of HDB flats built up to the early 1970s, as well as lower floor units were much sought-after – many felt an unease living high-up. For those that had moved in from the kampongs, the confines of the new dwellings needed a fair amount of adjustment to. Where their previous dwellings might have offered them access to a free space beyond the walls, the new dwellings opened to what must have seemed like a cold cemented common space. It was no surprise that ground floor units were particularly popular as they allowed a semblance of life as it might once have been – little plots of vegetables and the chickens running around at the back of these units were then quite a common sight.

The open space that used to be a huge playground when I moved to Toa Payoh at the end of the 1960s. Open spaces and other common spaces became extensions of dwellings as residents moving from kampongs sought to adapt to a new life in a very different environment.

It was perhaps natural in the context of this, that common spaces became spaces for social interaction – opened doors, much as they had been a feature in the kampongs, made common corridors one such place. Beyond the common corridors – there were also the generous open spaces that brought neighbours seeking an escape out of the confines of their new flats together. For the younger ones, the common spaces naturally became an extended playground during a time when the boisterous screams of children in such common spaces would have been tolerated a lot more than it would be today.

The Front Door of the Toa Payoh flat I lived in, 1968. Front doors were usually opened then and much interaction took place with neighbours and itinerant vendors on the common corridors through the front door.

As a child – the world beyond the doorway besides being that extended play area, was a fascinating place. There was lots to observe – the comings and goings of itinerant vendors, salesmen, swill collectors, rag and bone men and the opportunity to meet people who often looked and dressed differently. It was in interactions that took place in these spaces that many new friendships were forged and where much of my extra-curricular education was received. The generously sized corridor – one that wrapped around the cylinder that was the central lift well of the block of flats in Toa Payoh that I lived in, was one such space. It was wide and (circumferentially) long enough for me to join the neighbours’ children not only in games such as “Catching”, “Police and Thief” or “Cowboys and Indians”, but also in a game of football.

Before the appearance of Void Decks as a feature in public housing apartment blocks in Singapore, common corridors and generous open spaces served as common spaces where people came together, and as a child, spaces in which I played.

When my family next moved, it was to a larger flat in the then new estate of Ang Mo Kio at the end of 1976. By that time, the common spaces had included one that was a design feature introduced to blocks of HDB flats in the early 1970s – the void deck. This introduction had been motivated in part by falling demand for ground floor units – those living in them quickly realised that there were several inconveniences they had to bear with such as a lack of privacy, litter thrown from higher floors that would accumulate outside ground floor units and that ever-present stench that came from the rubbish collected in the rubbish chutes. With the space on the ground floor that was freed up, there was now a sheltered space where residents could interact and play in, as well as where communal events could be held – and the void deck took over from the common corridor, just as common corridors also started becoming less common and residents began to take greater value in privacy, shutting their front doors up.

Void decks became a feature of the ground floors of blocks of HDB flats from the early 1970s. Features and amenities were added as residents found new uses of the freed up space.

The early void decks were quite literally voids – not much decorated them other than signs that prohibited just about everything that as children we might have found the spaces useful for – and the bicycle racks and letter boxes that naturally found their way there. Terrazzo tables were added as an afterthought – most were marked with a chess board and had stools arranged around them, as did green topped table-tennis tables. The odd convenience store also made an appearance and over the years, many other amenities did too including police posts, kindergartens and crèches, Residents’ Committees rooms, and old folks corners.

Tables and stools soon made an appearance in the void decks which provide a comfortable environment for neighbours to interact in outside of their private spaces.

Tables tops were also marked with chess / chequer boards.

As with the common spaces around my previous home, I was a regular user of the void deck when I moved to Ang Mo Kio. I had, by that time, outgrown many of the childhood games I would have played in the common corridors in Toa Payoh and the new common space was a place to catch up with friends and schoolmates from the neighbourhood, have a game of table-tennis tables and chat or catch up over the latest music we played on a portable cassette player.

What used to be a field we played football in - many open spaces also now feature amenities and have become extensions of the void deck.

Over the years, the usefulness of void decks has grown as the community finds new uses for the space. No longer is the void deck confined to hosting the odd wedding reception or funeral wake, or the small gathering of friends and old folks, but also where other social and communal gatherings and activities are held. These include book fairs, exhibitions, bazaars and cultural activities. The void deck does also hold an occasional surprise – one such surprise is the sound of the dizzying strains – gamelan like, that point to the performance of a rare cultural dance, one that would have been more commonly seen in the days before the void deck – Kuda Kepang. The dance sees performers mount two-dimensional horse-shaped cut-outs and is believed to have originated from pre-Islamic Java – its roots being in the retelling of the Ramayana and Mahabharata. While most of the performance of this does take place beyond the void deck, it is in the void deck, that the dizzying accompaniment does originate from – instruments that produce these strains would usually be set up in the void deck. The use of the void deck is certainly one that is evolving, some now include features such as old folks corners, privately run child-care centres and kindergartens, and also study areas. Common spaces and the successor to some of the original common spaces, the void deck, have certainly come a long way over the years – besides being called a void for the absence of housing units, there is no doubt that it is hardly a void – but a common space that has evolved to one that fills the lives of the many residents who do use it.
