Yishun and its links to a 1847 secret society attack off Batam

Yishun is a satellite town in modern Singapore with a reputation for being in the news for the wrong reasons. It does seem that this may also have been the case in its earliest days — at least as the settlement that the town traces its roots to. The settlement would eventually to be known as “Nee Soon”, Yishun’s name in Teochew and the name of a since-erased village that through its association with the illustrious Lim Nee Soon in the early 20th century, was named after him.

Located on what could be thought of as the left bank of Sungei Seletar — now Lower Seletar Reservoir, Yishun occupies one of several riverine areas of Singapore that attracted pioneering pepper and gambier planters in Singapore’s earliest days as a East India Company factory (or some say even before). The early planters were almost exclusively from the Teochew dialect group, and had links to the secret societies whose assistance and protection were essential to survival in the early days. The secret societies were however, also a constant source of trouble, with violence often being used as a means towards resolving disputes.

In 1847, the discovery of six boats armed with cannons along with a huge cache of arms in a plantation by Sungei Seletar by a police party, led to them to the arrest of Neo Yang Kwan (Neo Liang Quan). Neo, who was described to have been of “doubtful character”, had come over from the Riau islands and was affiliated with Ngee Heng Kongsi, a Teochew secret society. It was also discovered that he had been behind a well planned and brutal attack on plantations on Galang Island south Batam from Singapore just prior to the discovery, which resulted in the destruction of twenty-eight plantations and the violent deaths of over a hundred.

It was in a plantation by the river that a cache of arms and cannon-armed boats belonging to a Secret Society affiliated Teochew planter were discovered by the police in 1847. The weapons and boats were apparently used in a brutal reprisal attack on an island off Batam.

Neo’s exit from the plantation scene, possibly after he was taken into custody, nor the issue of land titles that J T Thomson’s 1846 survey of Singapore’s interior provided for, did little to end the disputes that were often over control of land. The first land title that was taken up was in fact related to the area in which Neo had his plantation. Allocated to another Teochew man by the name of Chan Ah Lak in 1850, the settlement came to be known as Chan Chu Kang (曾厝港) [chu kangs (厝港) were river clan settlements that were established up several rivers in Singapore].

Chan, who seemed well connected and of apparently good standing, was another who was affiliated with Ngee Heng Kongsi. Among the contributions he made was a sum of money that went towards the construction of the temple of literature, Chong Wen Ge, at Telok Ayer Street. As with his predecessor, Neo, Chan cultivated gambier and pepper, on his land allocation, which amounted to some 44 acres (17.8 ha).

Despite the legitimacy of land occupation that the land title offered, secret society activities continued and continued to be a source of trouble. The anti-Catholic disturbances in 1851, during which Catholic owned plantation were targeted, was an example of this. Although not directly affecting Chan Chu Kang, an outcome of this would be the erection of a police thannah (a station or outpost) in Chan Chu Kang that same year. The presence of the thannah however, did little to prevent Chan Chu Kang from being drawn into an even more serious disturbance in 1854 that would leave some four to five hundred dead across Singapore and over three hundred houses destroyed. Remote areas, including Chan Chu Kang, were especially badly affected, and reports had a number of ”wholesale murders” along with the burning of homes taking place at Chan Chu Kang.

While the apparent trigger for the riots may have been a dispute over the price of rice between a Teochew buyer and a Hokkien shopkeeper, tensions between the two dominant Chinese communities had been brewing for some time. Reasons for the rift were wide ranging and included control of gambier and pepper plantations, into which the Hokkiens were making inroads. An influx of an unusually large number of Chinese fleeing China in the wake of the Small Sword Society’s uprising in 1853 together with the disputes that arose over contributions between the two communities to the effort to oust the Qing emperor could also be added to this mix.

The troubles in Chan Chu Kang, did not end with the quelling of the riots. On the basis of newspaper articles throughout much of the 1800s and early 1900s, murders, riots, instances of arson, fights between members of rival secret societies or communities and break-ins kept the police thannah very especially busy. Chan Chu Kang’s transformation into Nee Soon Village, which followed Lim Nee Soon’s establishing a rubber processing plant in the village around 1912 and his subsequent purchase of the estate, did little to stop news of murder and crime being reported with regularity.

Besides rubber, Lim Nee Soon’s ventures in the area also included pineapple cultivation and canning. This, together with its location at a three-way junction, made Nee Soon village a significant rural centre for the agricultural north of Singapore. Its position would be further augmented with the development of Singapore as a military garrison from the late 1920s. Not only was huge naval base built at the end of Chan Chu Kang / Seletar Road, which passed through Nee Soon, the village would also benefit from the construction of Nee Soon Barracks late in the 1930s. At the same time, a fully equipped post office was also added to the village late in 1939.

Not long after the construction of the barracks was completed, it became the scene of a murder. In March 1941, an Indian soldier with the Royal Artillery quartered in the camp’s H-Block was brutally killed with a machete. A suspect, a fellow soldier, was charged for the murder but was acquitted. War and occupation was on the horizon, during which time Nee Soon Camp become a POW camp for British Indian Army soldiers.

The end of the war in 1945, saw Nee Soon Barracks turned into a holding camp for Dutch and Javanese refugees, and as No.1 British Transit Camp transit camp for demobolised military personnel being sent home. Its role as a transit camp would continue, serving for personnel and their families arriving from Britain (hence the name Transit Road). Just before the British pullout in 1971, it became a camp for the Royal New Zealand Army. Australian units, were housed in it as part of the ANZUK force deployed in Singapore post-British-pull-out, after which it became the Singapore Armed Forces’ School of Basic Military Training (SBMT) from 1975. All through this post-war period, murders, gangland activities, and violent crime, continued to make the news — even as the village was being vacated in the early 1980s.

Today, little is left to remind us of a place whose very colourful and eventful modern chapter in its history goes back to the early 1800s. The much altered camp is still around, as its the former post office. The building that house the post office, could be thought of as quite literally having gone to the dogs, having been repurposed as a veterinary clinic. At least it is still there. Also in the area is Springleaf Nature Park. The beautifully spruced-up waterway that is a feature of the park and of the Springleaf Park Connector, could be thought of as a reminder of the waterway that first brought settlement to the area. The use of the former village’s name for the new town does also provide a connection to the past, although this comes through a difficult to relate to and rather different sounding “Yishun”. The physical displacement of the place name by several kilometres, and the subsequent use of the name “Springleaf” to describe the area of the former village, does however, minimise that link that the area has with its colourful and somewhat eventful past.

Panguni Uthiram and a sugarcane kavadi

Besides being Good Friday, the 30 of March 2018 – being the day of the full moon – also saw several other religious festivals being celebrated. One, Panguni Uthiram, is celebrated by the Hindus on the full moon day of the Tamil month of Panguni. The celebration of the festival is an especially colourful one at the Holy Tree Sri Balasubramaniar Temple and involves a kavadi procession that goes back to the latter days of the Naval Base when the temple was located off Canberra Road. This year’s celebration was also of special significance – being the first to be held at its newly consecrated rebuilt temple building.

Seen at yesterday’s procession: a sugarcane kavadi. The kavadi is less commonly seen and is one with a baby slung from stalks of sugarcane that have been tied together, carried by the baby’s parents. The kavadi is used by couples to offer gratitude to Lord Murugan for the blessing of a baby.

The full moon of Panguni

The full moon of the Tamil month of Panguni paints the Sembawang area with the colours of a Hindu festival, Panguni Uthiram, celebrated by the Holy Tree Sri Balasubramaniar Temple. The celebration of the festival, which involves a street procession of kavadis, is a tradition that dates back to 1967 during the days of the British Naval Base.

The temple back then was off Canberra Road within the base and the procession took a route from the laundry shop at the junction of Canberra and Ottawa Roads, down Canberra Road, left into Dehli Road and into Kowloon Road, before continuing back up Canberra Road, ending at the temple.

The procession this year, as with the one last year, took a shortened route from Canberra Drive, down Canberra Lane to Canberra Link and to Yishun Industrial Park A. Now surrounded by the obvious signs of urbanisation and change, the procession now has a very different feel to it than it did in the good old days.JeromeLim-8636

Northern Singapore’s chariot procession

Colouring the evening in a prelude to the Hindu celebration of Panguni Uthiram in Singapore is the procession of the silver chariot. Carrying the image of Lord Murugan, it makes a journey from the Sree Maha Mariamman Temple to the Holy Tree Sri Balasubramaniar Temple, stopping at designated points along the way to allow devotees to make offerings of fruit, flowers and incense. The festival proper, which features a kavadi procession similar to Thaipusam, follows on the day of the full moon and is a tradition in the Sembawang area that goes back to the latter days of Her Majesty’s Naval Base.

Panguni Uthiram 2015 in photos

Panguni Uthiram, a Hindu festival similar in the way it is celebrated to the better known Thaipusam, is celebrated during the full moon in the Tamil month of Panguni (which falls in March or April). In Singapore, the tradition is observed at the Holy Tree Sri Balasubramaniar temple, a temple now at Yishun Industrial Park A with its origins in the British Naval Base. The original temple was located off Canberra Road and it was there that the festival was first celebrated at the temple in 1967.

The lively festival, which unfortunately music and singing has been disallowed (along the procession route), features both a procession of the Silver Chariot on the eve and a kavadi procession on the day itself. A paddle through the magical watery woods

The process of acquainting myself with the shores of Singapore for a project I am working on, Points of Departure, has provided me with some incredible experiences. One that I was especially grateful to have had was the experience of paddling through a green watery space that is almost magical in its beauty. Set in the relatively unspoilt lower reaches of Sungei Khatib Bongsu, one of Singapore’s last un-dammed rivers, the space is one that seems far out of place in the Singapore of today and holds in and around its many estuarine channels, one of the largest concentration of mangroves east of the Causeway along the island’s northern coast.

The much misunderstood mangrove forest, is very much a part of Singapore’s natural heritage. The watery forests, had for long, dominated much of Singapore’s coastal and estuarine areas, accounting for as much as an estimated 13% of Singapore’s land area at the time of the arrival of the British. Much has since been lost through development and reclamation and today, the area mangrove forests occupy amount to less that 1% of Singapore’s expanded land area. It is in such forests that we find a rich diversity of plant and animal life. Mangroves, importantly, also serve as nurseries for aquatic life as well as act as natural barriers that help protect our shorelines from erosion.

The island’s northern coast was especially rich in mangrove forests. Much has however, been cleared through the course of the 19th and 20th centuries, with large tracts being lost during the construction of the airbase at Seletar and the naval base at Sembawang in the early 1900s. The mangroves of the north, spread along the coast as well as inland through its many estuaries, along with those found across the strait in Johor, were once the domain of the Orang Seletar. A nomadic group of boat dwellers, the Orang Seletar had for long, featured in the Johor or Tebrau Strait, living off the sea and the mangroves; finding safe harbour in bad weather within the relatively sheltered mangrove lined estuaries.

Boat dwelling Orang Seletar families could apparently be found along Singapore’s northern coast until as recently as the 1970s. While the Orang Seletar in Singapore have, over the course of time, largely been assimilated into the wider Malay community, the are still communities of Orang Seletar across the strait in Johor. Clinging on to their Orang Seletar identity, the nine communities there live no longer on the water, but on the land in houses close to the water.

It is the labyrinth of tree shaded channels and the remnants of its more recent prawn farming past that makes the side of the right bank of Sungei Khatib Bongsu’s lower reaches an especially interesting area to kayak through. Much has since been reclaimed by the mangrove forest and although there still is evidence of human activity in the area, it is a wonderfully green and peaceful space that brings much joy to to the rower.

Paddling through the network of channels and bund encircled former prawn ponds – accessible through the concrete channels that once were their sluice gates, the sounds that are heard are mostly of the mangrove’s many avian residents. It was however the shrill call of one of the mangrove’s more diminutive winged creatures, the Ashy Tailorbird, that seemed to dominate, a call that could in the not too distant future, be drowned out by the noise of the fast advancing human world.  It is just north of Yishun Avenue 6, where the frontier seems now to be, that we see a wide barren patch. The patch is one cleared of its greenery so that a major road – an extension of Admiralty Road East, can be built; a sign that time may soon be called on an oasis that for long has been a sanctuary for a rich and diverse avian population.

The Sungei Khatib Bongsu mangroves, lies in an area between Sungei Khatib Bongsu and the left bank of Sungei Seletar at its mouth that lies beyond the Lower Seletar Dam that has been designated as South Simpang; at the southern area of a large plot of land reserved for public housing that will become the future Simpang New Town. The area is one that is especially rich in bird life, attracting a mix of  resident and migratory species and was a major breeding site for Black-crowned Night Herons, a herony that has fallen victim to mosquito fogging. While there is little to suggest that the herons will return to breed, the area is still one where many rare and endangered species of birds continue to be sighted and while kayaking through, what possibly was a critically endangered Great-billed Heron made a graceful appearance.

It is for the area’s rich biodiversity that the Nature Society (Singapore) or NSS has long campaigned for its preservation and a proposal for its conservation was submitted by the NSS as far back as in 1993. This did seem to have some initial success and the area, now used as a military training area into which access is largely restricted, was identified as a nature area for conservation, as was reflected in the first issue of the Singapore Green Plan. Its protection as a nature area seemed once again confirmed by the then Acting Minister for National Development, Mr Lim Hng Kiang, during the budget debate on 18 March 1994 (see: Singapore Parliament Reports), with the Minister saying: “We have acceded to their (NSS) request in priorities and we have conserved Sungei Buloh Bird Sanctuary and Khatib Bongsu“.

Unfortunately, the area has failed to make a reappearance in subsequently releases of the list of nature area for conservation, an omission that was also seen in subsequent editions of the Singapore Green Plan. What we now see consistently reflected in the Urban Redevelopment Authority (URA) Master Plans (see: Master Plan), is that as part of a larger reserve area for the future Simpang, the area’s shoreline stands to be altered by the reclamation of land. Along with land reclamation, plans the Public Utilities Board (PUB) appears to have for Sungei Khatib Bongsu’s conversion into a reservoir that will also include the neighbouring Sungei Simpang under Phase 2 of the Seletar-Serangoon Scheme (SRSS), does mean that the future of the mangroves is rather uncertain.

Phase 2 of the SRSS involves the impounding of Sungei Khatib Bongsu, Sungei Simpang and Sungei Seletar to create the Coastal Seletar Reservoir. Based on the 2008 State of the Environment Report, this was to be carried out in tandem with land reclamation along the Simpang and Sembawang coast. The reclamation could commence as early as next year, 2015 (see State of the Environment 2008 Report Chapter 3: Water).

In the meantime, the NSS does continue with its efforts to bring to the attention of the various agencies involved in urban planning of the importance of the survival of the mangroves at Khatib Bongsu. Providing feedback to the URA on its Draft Master Plan in 2013 (see Feedback on the Updated URA Master Plan, November 2013), the NSS highlights the following:

Present here is the endangered mangrove tree species, Lumnitzera racemosa, listed in the Singapore Red Data Book (RDB). Growing plentifully by the edge and on the mangrove is the Hoya diversifolia. On the whole the mangrove here is extensive and healthy, with thicker stretches along Sg Khatib Bongsu and the estuary of Sg Seletar. 

A total of 185 species of birds, resident and migratory, have been recorded at the Khatib Bongsu  area. This comes to 49 % of the total number of bird species in Singapore (376, Pocket Checklist 2011, unpublished  )  – almost comparable to that at Sungei Buloh Wetland Reserve. 13 bird species found here are listed in the RDB  and among these are:  Rusty-breasted Cuckoo, Straw-headed Bulbul, Ruddy Kingfisher, Grey-headed Fish Eagle, Changeable Hawk Eagle, White-chested Babbler, etc. The Grey-headed Fish Eagle  and the Changeable Hawk eagle are nesting in the Albizia woodlands in this area.

The mangrove dependent species present are : Crab-eating Frog, Dog-faced Water Snake & Malaysian Wood Rat. The Malaysian Wood Rat is regarded is locally uncommon.   In 2000, Banded Krait (RDB species) was found here near the edge mangrove. Otters, probably the Smooth Otter, have been sighted by fishermen and birdwatchers in the abandoned fish ponds and the Khatib Bongsu river.

It will certainly be a great loss to Singapore should the PUB and the Housing and Development Board (HDB) proceed with their plans for the area. What we stand to lose is not just another regenerated green patch, but a part of our natural heritage that as a habitat for the diverse array of plant and animals many of which are at risk of disappearing altogether from our shores, is one that can never be replaced.

A search for a lost countryside

Together with several jalan-jalan kaki, I set off on a Sunday morning from Khatib MRT Station in search of a lost countryside. The area in which we sought to find that lost world, is one, that in more recent times has been known to us as Nee Soon and Ulu Sembawang. It was a part of Singapore that I first became acquainted with it in my childhood back in the early 1970s, when an area of rural settlements and village schools that were interspersed with poultry, pig and vegetable farms that awaited discovery along its many minor roads. It was also an area where the British military did  leave much in terms of evidence of their former presence.

Fed by the waters of several rivers that spilled out into the Straits of Johor or Selat Tebrau, which included Sungei Seletar and its tributaries, Sungei Khatib Bongsu, Sungei Simpang and its tributaries and Sungei Sembawang, the area was to first attract gambier and pepper plantations in the mid 1800 with which came the first settlements. As with other plantation rich riverine areas of Singapore, the area attracted many Teochew immigrants, becoming one of several Teochew heartlands found across rural Singapore. Rubber (and pineapple) was to replace gambier and pepper in the 1900s – when the association was established with the likes of Bukit Sembawang and Lim Nee Soon, names which are now synonymous with the area, was to start.

Much has changed since the days of Chan Ah Lak’s gambier and pepper plantations – for which the area was originally known as Chan Chu Kang, the days of Lim Nee Soon’s involvement as a land owner and in rubber and pineapple processing, and even from the days when I made my first visits to the area. There are however, parts of it that in which some semblance of the countryside that did once exist can be found, parts where one can quite easily find that much needed escape from the concrete and overly manicured world that now dominates the island.

One of two places where those reminders can be found is the area around Bah Soon Pah Road. The road, strange as it may seem, is in fact named after Lim Nee Soon – Bah Soon having been a nickname stemming from him being a Straits Born Chinese or “Baba”. These days, the truncated Bah Soon Pah Road, is still an area that is very much associated with agriculture, being an area that is at the heart of the Agri-food and Veterinary Authority’s (AVA) efforts to promote agrotechnology in Singapore. Playing host to the Nee Soon Agrotechnology Park, there are several farms to be found along the road, including one in which hydroponic vegetables for the local market are cultivated.

An interesting sight along Bah Soon Pah Road is the building that now houses the AVA’s Horticulture Services Centre. The building – a huge bungalow built on stilts, in a style that resembles the “black and white” houses that the British built to house their administrators and senior military men and their families, probably built in the early 1900s with the arrival of the rubber plantations, is in fact a physical link to Lim Nee Soon’s association with the area. Sitting atop a small hill – you do get a magnificent view of it from a distance from Yishun Avenue 1, the grand bungalow was I have been advised, a former residence of the assistant manager of the Bukit Sembawang Rubber Company’s plantation, thus providing a link to a past that might otherwise have been forgotten. The company, was established in 1910, taking over from Sembawang Rubber Plantations Ltd (and Tampenis Para and Coconut Plantations). Lim Nee Soon, who among other things was a rubber a planter, was a consultant as well as the first General Manager of the Sembawang Rubber Plantations.

From the west end of Bah Soon Pah Road, we turned north at Sembawang Road – once named Seletar Road. While Seletar today is the area where the former Seletar Airbase, now Seletar Aerospace Park is, Seletar did once refer to a large swathe of land in the north in, particularly so in the days before the airbase was built. The name Seletar is associated the Orang Seletar who inhabited the Straits of Johor, Selat Tebrau, a group of the sea dwellers around the coast and river mouths of northern Singapore and southern Johor from the days before Raffles staked the East India Company’s claim to Singapore. Seletar is a word that is thought to have been derived from the Malay word for strait or selat. Seletar Road, which would have brought travellers on the road to the Naval Base, and to Seletar Pier right at its end, was renamed Sembawang Road in 1939 so as to avoid confusion to road users headed to Seletar Airbase (then RAF Seletar) which lay well to its east.

The drive down Sembawang Road, up to perhaps the early 1980s, was one that did take you through some wonderful countryside we no longer see anymore. One of my first and memorable trips down the road was in a bus filled with my schoolmates – which turned out to be annual affair whilst I was in primary school. The destination was Sembawang School off Jalan Mata Ayer. where we would be bused to, to support the school’s football team when they played in the finals of the North Zone Primary Schools competition.

The school, the site of which is now occupied by a condominium Euphony Gardens, would be remembered for its single storey buildings – commonly seen in Singapore’s rural areas, as it would be for its football field. The field did somehow seem to have been laid on an incline, a suspicion that was to be confirmed by the difficulty the referee had in placing the ball and preventing it from rolling, when for a penalty kick was awarded during one of the matches.

The walk from Bah Soon Pah Road to Jalan Mata Ayer, did take us past two military camps. One, Khatib Camp as we know it today, is a more recent addition to the landscape. It would probably be of interest to some, that the original Khatib Camp was one used by the Malaysian military, housing the Tentera Laut Di-Raja Malaysia (TLMD) or Royal Malaysian Navy (RMN) training school KD Pelandok from 1971 to 1980 and was known as Kem Khatib. The Malaysian association with it started in 1964 when it was first set up to house a Malaysian infantry battalion. This came at a time when Singapore was a part of Malaysia.

Apparently KD Pelandok was where the RMN, who in fact maintained their main base at Woodlands in Singapore until 1979, first carried out their own training of naval officers. Prior to this, naval officers had been sent to the UK to be trained. The camp was returned to Singapore on 2 February 1982, after the training school was shifted to the RMN’s main naval base in Lumut. A new Khatib Camp, now the home of the SAF’s Artillery, was built on the site and the Singapore Armed Forces (SAF) moved into it in 1983.

One of the things I remember about the new Khatib Camp in its early days was this helmet shaped roof of its sentry post. Khatib Camp in its early days also housed the SAF Boys School, which later became the SAF Education Centre (SAFEC). The school provided a scheme in which ‘N’-level certificate holders could continue their education fully paid to allow them to complete their ‘O’-levels, after which students would be have to serve a six-year bond out with the SAF. In more recent time, Khatib Camp has been made into one of the centres where NSmen (reservists) would take their annual fitness tests, the IPPT. It is also where the dreaded Remedial Training (RT) programmes are conducted for those who fail to pass the IPPT.

Across from Khatib Camp, is Dieppe Barracks. Built originally to house British military units with the Far East Amphibious Forces in the 1960s, it is now used by the SAF’s HQ Guards, and is one the last former British army camps to retain the word “barracks” in its name – a reminder of its association with the British forces, and also the New Zealand forces. It housed the 1st Battalion of the Royal New Zealand Infantry Regiment from 1971 to 1989 leaving a distinctly New Zealand flavour on the area as well as in the areas of Sembawang up north. This was as part of the protection force first under the ANZUK arrangements that followed the British pullout in 1971. With the Australian forces pulling out in the mid 1970s, the New Zealanders stayed  on as the New Zealand Force South East Asia (NZ Force SEA). One of the things that was hard not to miss on the grounds of the barracks was how different the obstacle course in the open field in the north of the barrack grounds looked from those we did see in the SAF camps then.

Just north of Dieppe is where Jalan Mata Ayer can be found (where the school with the inclined football field was). The name “Mata Ayer” is apparently a reference to the source of the now quite well-known Sembawang Hot Springs. The once rural road led to a village called Kampong Mata Ayer, also known as Kampong Ayer Panas, close to the area where the hot spring, now within the boundaries of Chong Pang Camp, is.

Continuing north along the road, there are several clusters of shophouses across the road from where Yishun New Town has come up. Several shops here do in fact have their origins in the villages of the area. One well known business is a traditional Teochew bakery, Gin Thye Cake Maker. Specialising in Teochew pastries, the bakery goes back to 1964 when Mdm. Ang Siew Geck started it in her village home at Bah Soon Pah Road. Described by The Straits Times as the Last of the Teochew bakeries, its biscuits are a popular choice amongst its customers. You would also be able to spot traditional wedding baskets lined up at the top of one of the shelves. The baskets are used by the bakery to deliver traditional sweets – as might have once been the case, for weddings.

Not far up from the shophouses, we come to the area where a relatively new Chong Pang Camp is. The camp sits on what once was a very picturesque part of Singapore, Ulu Sembawang. What was visible of the area from Sembawang Road were the fishing ponds and the lush greenery that lay beyond them. The greenery did obscure an area that did lie beyond it, that was particularly rich in bird life and was up to the 1990s, a popular area for birding activities.

It was an area that we did once get a wonderful view of from Jalan Ulu Sembawang, a road that rose up from close to the back of the then Seletaris bottling plant at its junction with Sembawang Road towards another rural area of villages and farms. The view, from a stretch of the road that ran along a ridge, was what my father did describe as being the most scenic in Singapore that looked across a rolling landscape of vegetable farms for almost as far as the eye could see. Jalan Ulu Sembawang was also one of the roads that led to Lorong Gambas in the Mandai area – an area many who did National Service would remember it as a training area that was used up to perhaps the 1990s.

A stop along the way that we did spend some time at was the hot springs, around which there seems now to be much superstition. The spring, which was discovered by a municipal ranger on the property of a Seah Eng Keong in 1908. Seah Eng Keong was the son of gambier and pepper plantation owner Mr Seah Eu Chin who I understand from Claire Leow, one half of the female duo who maintains All Things Bukit Brown and who joined us on the walk, also owned gambier and pepper plantations in the area. Seah Eu Chin would also be well known as being the founder of the Ngee Ann Kongsi.

The spring water was over the years, bottled in various ways and under various names, first by Mr Seah, and then by Fraser and Neave (F&N) from 1921. One of the names its was bottled as was Zombun which was, on the evidence of a newspaper article, a source of a joke – with waiters referring to “Air Zombun” as a similar sounding “Air Jamban” or water from the toilet in Malay.

Bottling was to be disrupted by the war – the Japanese, known for their fondness for thermal baths, were said to have built such baths at the hot springs – the water, which flows out at around 66 degrees Celcius, with its strong sulphur content (which is evident from the unmistakable smell you would be able to get of it), is thought to have curative properties – especially for skin and rheumatic conditions.  It’s flow was disrupted by allied bombing in November 1944 and it was only in 1967 that F&N started re-bottling the water under a subsidiary Semangat Ayer Limited using the brand name Seletaris (now the name of a condominium that sits on the site of the plant).

While it did remain the property of F&N, many were known to have bathed at the spring before 1967 and also again after the plant was closed in the mid 1980s, when its land was acquired by the government. The spring – with water now running out of pipes and taps, in now within the boundaries of Chong Pang Camp – which initially meant that it was closed to the public. Since May 2002 however, after petitions were submitted to the authorities, the spring has been opened to the public. Access to the spring is now through a fenced pathway that cuts into the camp’s grounds. A warning is scribbled on the red brick structure that surrounds a surviving well that speaks of a curse – that anyone who vandalises the hot spring will be the subject of a curse.

From the spring and Jalan Ulu Sembawang, now a stub that leads to a wooded area where development doesn’t seem very far away – an international school is already being built there, we can to the end of the adventure. While it is sad to see how another place in Singapore which holds the memories of the gentle world I once enjoyed as a child has been transformed into another place I struggle to connect with; I did at least manage to find a few things that does, in some way remind of that old world that I miss. Developments in the area are however taking off at a furious pace and with the construction of elevated portion of the North-South Expressway that is due to start next year and will have a significant impact on the area’s landscape; it may not be long before it does become another place of beauty that we have abandoned in favour of a cold and overly manicured landscape in which there will be little left, except for “heritage” markers, to remind us of what it did once mean to us.

It now is a wooded area awaiting future development.

Work on the reservoir, formed by the damming of the Sungei Seletar estuary, was completed in the late 1985. The construction of the 975 metre long dam at a cost of some S$60.8 million, cut off a river around which the Nee Soon area developed and with which is an association with the indigenous community of sea dwellers known as the Orang Seletar.

The dam now provides a link between what is today the Yishun (the public housing estate named after Nee Soon) area of Singapore with the Seletar area and has created a reservoir with a surface area of some 352 hectares. The reservoir was originally named as the Sungei Seletar Reservoir, and was renamed in May 1992.

The Silver Chariot returns

A set of photographs taken stop points along the procession route of the Silver Chariot. The procession takes place on the eve of the festival of Hindu festival of Panguni Uthiram which is celebrated on the full moon of the Tamil month of Panguni. Since 1967, a kavadi procession, similar to that during the more well known Thaipusam festival, has taken place in the Sembawang area, organised by the Holy Tree Sri Balasubramaniar Temple. The temple was original established in the Naval Base off Canberra Road and moved to its current location at Yishun Industrial Park A in 1996. The chariot is a representation of the chariot in which Lord Murugan or Lord Balasubramaniar is believed to use on his annual visit to his devotees on Earth. The procession this year takes place along a new route starting at a vacant plot of land off Canberra Lane / Canberra Drive. The largest dock east of the Suez in the midst of a world that is to change

Tucked in the far north of the island of Singapore is a huge 86 hectare shipyard which seems far out of place. Its location is far from the large concentration of shipyards and related industries which has grown in the far west of Singapore. The shipyard, Sembawang Shipyard, today stands as a physical reminder of a legacy left by the former colonial masters of Singapore. The British operated the yard as a Naval Dockyard which was an important component of a huge naval base which had stretched some six and a half kilometres along the northern coast from Woodlands (close to where the Causeway is) to Sembawang (the eastern boundary ran along the northern end of Sembawang Road from its junction with Canberra Road to where Sembawang Park is today).

The dockyard and the base was for a long time, an important source of employment in Singapore. A report in 1961 put the local workforce of the dockyard at 10,700, with the base accounting for as much as 20% of the Gross Domestic Product (GDP) of Singapore. What this did mean was that when the accelerated pullout of the British forces was announced in 1968, there were huge concerns, not only from a security viewpoint, but also on unemployment. As part of the arrangements made in the lead-up to the pullout, the dockyard was transferred to the Singapore government for a token $1 in 1968. Sembawang Shipyard Pte. Ltd. was established on 19th of June that year and a British commercial shipyard, Swan Hunter roped in to manage the transition of the yard to a commercial one.

A key component of the transition was in training the local workforce, not just on the ground but also management staff to eventually take-over the running of the yard. Besides Swan Hunter, the British Ministry of Defence also seconded some 150 Naval Officers and civilians in the first year to ensure that the transition from a naval dockyard to a commercial one, over the three years it was to take the pullout to be completed, would go smoothly. The arrival of the first commercial ship came in March 1969 and by the time the year had ended, Sembawang Shipyard had docked some 66 merchant vessels and was well on its way to becoming a leading ship repair yard. The success of the shipyard was one of Singapore’s early success stories and by 1978, the tenth anniversary of the yard, a mainly local management team was in place to run the yard. The yard also introduced a highly successful apprenticeship programme in 1972 – from which many of the skilled labour and second generation supervisory staff were to come from and was key in not just raising skills levels, but also in improving productivity of the local workforce necessary to become competitive in the ship repair market.

The yard as we see today, has seen a huge expansion in its capacity with the addition of many facilities since it inherited the already well equipped dockyard in 1968. In addition to the King George VI graving dock (referred to affectionately as ‘KG6’), which when it was completed in 1938 was described as the largest graving dock east of the Suez (and the largest naval graving dock in the world – more on it can be found in a previous post on the Naval Base), the yard now has a huge 400,000 DWT capacity graving dock – Premier Dock built next to KG6, as well as three large floating docks. Premier Dock was an early addition to the yard, having been completed in 1975 at a cost of $50 million and opened by the then Prime Minister Lee Kuan Yew. Plans for the huge dock which measures some 384 metres in length and is 64 metres wide, built to meet a demand for the repair of huge Very Large Crude Carriers (VLCC) which were being constructed, were drawn up as early as in 1968, although the go-ahead was only given in 1972. The 150,000 DWT President Floating Dock which was one of the largest floating docks in Asia at the time was added in 1981.

The sheer size of yard can probably only be fully appreciated attempting to walk from its entrance at Admiralty Road West to the far end of it located just west of the former Stores Basin of the Naval Base (now used by the US Navy as a logistics base) – an end which is visible from the old jetty at Beaulieu House. It does take a good half an hour to 45 minutes to do just that – an effort that I regularly had to make to get to Berths 8 and 9 of the yard during the six long months I spent undergoing training at the yard in 1983/1984 (so much so that many of us ended up bringing our own bicycles to reduce the effort). That six months is probably one that was for me best forgotten – the slump in demand for ship repair then meant many hours spent squatting in a designated area when there was no work assigned to the work gangs we were attached to. Tea-time was always a time to look forward to then – it provided that much needed break in monotony. As trainees, one of the tasks assigned was to head to kiosks located at strategic locations along the wharf sides to buy pre-packed packets of tea and coffee as well as snacks for the rest of the gang.

The yard, besides being the location of a historically significant graving dock, is also where a conserved building in the form of the former Sembawang Fire Station can be found in. While it does look like the yard is a long time fixture in the area and so the future of this historical part of Sembawang is quite safe, we do know that the winds of change is right now sweeping across large parts of the area close by. The expansion of Yishun town and Sembawang town will bring high-rise developments that will do much to alter a unique character and charm that has been associated with the area since the days of the Naval Base. The area to the east of the yard is itself undergoing a tremendous change. A renewal programme will see the park feel a lot less like the quiet corner many like me had found an escape in, and more like any other overly manicured seaside spot in Singapore. That does I suppose does complement the private development just to its east. That development will see a shoreline where idyllic seaside kampungs could once be enjoyed and a shoreline I have continued to find an escape in, become a place in which that charm will no longer be found.

What will be one of the last escapes from the overly manicured world we now find ourselves in.

The Panguni Uthiram festival is a Hindu festival that is celebrated annually during the full moon of the Tamil month of Panguni. In Singapore, this is celebrated at the Holy Tree Sri Balasubramaniar Temple, now located at Yishun Industrial Park A. The celebration of the festival in the area traces its history back to 1967 when the temple was located off Canberra Road which was then part of the Royal Navy Naval Base in Sembawang. My first encounters with the Panguni Uthiram festival which is celebrated annually during the full moon of the Tamil month of Panguni would have been at the time when I was doing a stint in Sembawang Shipyard in the 1980s. One of the few temples in Singapore that celebrates the festival, the Holy Tree Sri Balasubramaniar Temple had then been located in a clearing off Canberra Road on which I would pass through on a daily basis on the way to and from the shipyard from where I was residing in Ang Mo Kio, and was the end point of a much shorter Kavadi procession that would take place with the festival. That then took a route starting from where the laundry shop was at the junction of Canberra and Ottawa Roads, down Canberra Road, left into Dehli Road and into Kowloon Road before continuing back up Canberra Road and ending at the temple.

The Panguni Uthiram Kavadi procession takes place annually on the full moon of the Tamil month of Panguni. The procession used to take place along a route that included Canberra Road, Dehli Road and Kowloon Road within the old Royal Navy Naval Base up until the 1990s when the Holy Tree Sri Balasubramaniar Temple moved from Canberra Road to Yishun Industrial Park A.

I guess it was a little too early for one of the boys …

Up to that point in time, I had only been aware of the maybe more publicised and highly visible Kavadi procession that took place down Serangoon Road, Selegie Road, Clemenceau Avenue and Tank Road every Thaipusam, and it came as a surprise to me that there was another one that took place after Thaipusam in what was then a world far removed from the one that I had known as a schoolboy in the heart of the city.

Panguni Uthiram is celebrated in March or April in which the month of Panguni coincides with. Based on information from various sites, I understand that the full moon of the month is chosen as the star Uthiram and Pournami which is the full moon are seen together, and the festival commemorates the marriage of several deities which include Parvati and Parameshwaran, as well as Murugan and Deivanai. The Holy Tree Sri Balasubramaniar Temple’s website also provides an indication of when the festival was first celebrated there, which was in 1967 during which six carried the Kavadi in honor of Lord Murugan who is also known as Sri Balasubramaniar. The temple has since moved (in 1996), to its current location in Yishun Industrial Park A, and the procession, which is preceeded on the eve of the full moon by a chariot procession during which a chariot, a representation of the chariot in which Sri Balasubramaniar is believed to use on his annual visit to his devotees on Earth, now takes place along Sembawang Road, close to the area where Sembawang Village was, down Canberra Link and on to the new temple site at Yishun, a distance of about one and a half kilometres.

The starting point for this year’s procession on Sembawang Road, across from Durban Road – the route now moves down Sembawang Road, turning left along Canberra Link on to the site of the new temple.

The festival took place on 19 March this year, and it being a Saturday, I had the opportunity to catch it along Sembawang Road at the break of dawn and again in the evening when I was able to also observe some of the preparations made by the participants at the marquee at the holding area which was across Sembawang Road from Durban Road. It was certainly a humbling experience seeing an extreme act of faith in action and so caught up was I in it that I somehow forgot about the time staying an longer than I had originally planned to and only realising it after an hour beyond the time I had planned to leave had passed. On the evidence of what I saw and the thousands that had participated in one way or another, the festival is still very much alive, as it had been when I had first come across it a quarter of a century ago.
